The unfinished pyramid first appeared on the reverse of the Great Seal of the United States in 1782 and on the dollar bill from 1935. The Latin inscription Novus Ordo Seclorum — New Order of the Ages — appears beneath it. The eye above the pyramid, known as the Eye of Providence, was placed deliberately. The pyramid has thirteen courses of stone — thirteen colonies, thirteen Masonic degrees depending on the source. The capstone floats above, separated, unconnected.
The eye above the incomplete pyramid signals an unfinished project — a world still being constructed toward an endpoint the designers understood and the public did not. The floating capstone communicates that the structure is not yet complete. Those who placed it there understood what completion meant. The symbol was a transmission from those who held the blueprint to those who could read the language.
